We lead off with John Stone's important piece, "Australia's New Government Should Understand the Following". This article, after an introductory section in which the author predicts the ways in which a Rudd Labor Government will set things back, proceeds to show how it has a great opportunity to set to rights the serious budgetary failures of the Howard Government, and specifically that government's failure (or worse, disinclination) to predict and properly handle the massive surpluses that came its way largely as a result of the boom in natural resources generated by the expanding Chinese economy. This failure, analysed in earlier articles by John Stone for this journal, is detailed again here, and the way to better economic management and budgetary strategy is clearly outlined.
